As with all hooks, the essence here is a question. We need to pique reader curiosity and make them want to read on to find out what’s gonna happen.
This absolutely does not mean that every chapter should end with a cliffhanger, especially a “false” cliffhanger in which you lead readers to fear an outcome at the end of the chapter, only to have them turn the page to a “Whoops, gotcha! Don’t worry the protagonist is really fine.” (hate)
Even so, for the sake of variety, it’s worthwhile to explore other options. Here’s one I recommend you try: stakes of access.
