In 2008, the NIH began its mandate that accepted articles be deposited into PubMed Central and made available 12 months after publication of the Version of Record. Many large publishers agreed to deposit articles on behalf of authors based on the verbal agreement that the NIH would not subsequently shorten the embargo period. None of those involved in this original understanding are still involved, and US federal grants have moved to zero-embargo green mandates. This has been coupled with a proposal by the US government to cease funding publishing from grants altogether. Different versions of this situation are under consideration elsewhere. Again, publishers, authors and institutions are rethinking their policies.
